Question: We noticed that the Ministry of Commerce website released the preliminary ruling announcement of the anti-subsidy investigation on imported dairy products from the EU. Could you please introduce the relevant situation?
On August 21, 2024, at the request of the China Dairy Industry Association and the China Dairy Industry Association, the Ministry of Commerce initiated an anti-subsidy investigation on imported dairy products from the EU.
After filing the case, the Ministry of Commerce has always conducted the investigation in accordance with the principles of fairness, impartiality, openness, and transparency, strictly following Chinese laws and regulations and relevant rules of the WTO, to fully protect the rights of all parties involved. Currently, preliminary evidence shows that imported dairy products from the EU are subsidized, causing substantial harm to the related domestic industries in China, and there is a causal relationship between the subsidies and the harm. According to the relevant provisions of the Anti-Subsidy Regulations of the People's Republic of China, the Ministry of Commerce issued a preliminary ruling on December 22, 2025, determining that the countervailing duty rates for EU companies range from 21.9% to 42.7%, and decided to implement temporary anti-subsidy measures.
