The Anhui Provincial Committee of the Communist Party of China has issued a proposal on formulating the Fifteenth Five-Year Plan for National Economic and Social Development, which includes the suggestion to deepen the construction of Digital Anhui. This involves high-level construction of a national comprehensive experimental zone for data elements, creating benchmarks for data basic institutional practices, innovating models for the development and utilization of data resources, and creating a national hub for integrated data markets. The proposal also calls for promoting the deep integration of the real economy and digital economy, nurturing and developing key industrial internet platforms, coordinating the construction layout of the province's computing power infrastructure, and leveraging the "East Numbers, West Computing" Wuhu cluster as a national hub node for integrated computing power networks and data center strategic sources to promote the integrated development of various computing technologies such as quantity computation, general computation, intelligent computation, and super computation, and to promote the coordinated development of computing and electricity. Additionally, it includes the implementation of high-level general large model and vertical large model cultivation projects, strengthening the research and development of key algorithms, accelerating the construction of an AI material creation center to lead the paradigm shift in scientific research with artificial intelligence, accelerating breakthroughs in scientific and technological innovation in various fields. It also involves the comprehensive implementation of the "AI+" action, strengthening the combination of artificial intelligence with industrial development, cultural construction, livelihood security, and social governance to seize the high ground in artificial intelligence industry applications and empower various industries. Furthermore, it includes strengthening risk assessment, early warning and prevention, and safety regulation of AI development, exploring the establishment of a public service platform for AI security and safety standards, and promoting innovative and healthy development of the platform economy.
