The Qingdao Municipal Committee of the Communist Party of China has issued a proposal to formulate the Fifteenth Five-Year Plan for National Economic and Social Development in Qingdao, suggesting the development of a modern marine industry hub. It is proposed to focus on strengthening the industry with the sea, with Laoshan-Jimo cluster and the Qingdao West Coast New Area as the key areas, promoting the optimization and differentiation of the "4+4+2" modern marine industry system layout, and building a national demonstration zone for marine economic development. This includes upgrading traditional marine advantage industries, constructing a high-standard "blue grain warehouse", enhancing high-end shipping service capabilities, enriching coastal tourism, cruise tourism, island tourism and other marine tourism formats, accelerating the transformation of marine chemicals towards high-end and green development. It also includes fostering and expanding emerging marine industries, enhancing the development of the shipbuilding and marine engineering, marine unmanned intelligent equipment and other marine equipment industries, accelerating the industrialization process of marine drugs and biological products, promoting the scale development of seawater desalination and comprehensive utilization, and promoting the diversified development and application of marine new energy. The proposal also includes forward-looking planning for future marine industries, enhancing deep-sea mining, biological resource utilization and other deep-sea resource development capabilities, establishing a complete industry chain for marine electronic information, and creating a marine artificial intelligence industry gathering zone.
