The Zhengzhou Municipal Committee of the Communist Party of China has issued recommendations on formulating the 15th Five-Year Plan for the national economy and social development of Zhengzhou, proposing to accelerate the construction of a new industrialization demonstration center. Leading the high-quality development of manufacturing industry with the "three transformations", focusing on the construction of the "7+20+15" industrial chain clusters, and deeply implementing the two major strategies of prioritizing the development of emerging industries, future industries, and optimizing and upgrading traditional industries, to promote the continuous enhancement of industrial innovation capabilities, the continuous improvement of scale advantages, and the significant optimization of industrial structure, and to create a new industrialization demonstration benchmark city of "four-type" industrial city with integrated innovation resources, industrial agglomeration development, chain cluster hub, and dominant advantageous industry. Strengthening the role of strategic emerging industries, creating two trillion-level and high-end equipment, new materials, biomedicine, and energy conservation and environmental protection industries; formulating targeted policy measures to promote the transformation and high-quality development of key electronic information enterprises; accelerating the expansion and efficiency of new energy vehicles production, increasing the local parts matching rate, and building the world's new energy passenger car capital; accelerating the construction of high-end equipment industrial bases such as special shield tunneling and complete set intelligent coal machinery, creating the world's shield tunneling capital; actively creating a national manufacturing innovation center in the field of superhard materials, supporting the construction of diamond high-end equipment industrial park, creating the world's diamond cultivation capital; nurturing bio-pharmaceutical industry bases such as Central Plains Heart Valley and in vitro diagnostics.
