National Reading Promotion Regulations will be implemented starting from February 1, 2026.

The "Regulations on Promoting National Reading" were announced on December 16th and will be implemented from February 1st, 2026. The regulations consist of 6 chapters and 45 articles, divided into general provisions, promotion of national reading, national reading services, national reading guarantee, legal responsibilities, and supplementary provisions. According to the requirements of public welfare, basic, equality, and convenience, a comprehensive and efficient system for promoting national reading that covers the entire population will be established; activities promoting national reading that are healthy, uplifting, culturally significant, and diverse in form will be encouraged, with the fourth week of April designated as National Reading Week each year. In accordance with the requirements of basic public cultural services, the construction of national reading facilities will be scientifically and reasonably planned, and the supply of high-quality digital reading content will be promoted; efforts will be made to strengthen national reading guarantees and expand the coverage of national reading.
