By using dialectical thinking to clarify the relationship between the government and the market, the goal is to achieve a lively and orderly economy. "Freedom" does not mean complete freedom, and "regulation" does not mean tying up hands and feet. The purpose of "freedom" is to eliminate institutional obstacles that affect the development of productivity; the essence of "effective regulation" is to build a socialist rule of law economy and a credit economy. These two aspects are not contradictory, but are unified in a high-level socialist market economy system, aimed at the top priority task of high-quality development.
