Jilin revised the management measures for conference expenses of provincial government departments: Strictly control the production of short videos and group photos.

The Jilin Provincial Department of Finance recently announced that with the approval of the provincial government, the newly revised "Jilin Province Direct Government Agency Conference Fee Management Measures" will be issued. It mentioned that all units should adhere to the principles of "practicing thrift, opposing waste, standardizing simplicity, and being pragmatic and efficient", strictly control the number, duration, and scale of meetings. At the same time, strengthen the overall coordination of meetings within the same system and field, simplify the meeting format, and improve the quality and effectiveness of meetings. The notice requires all units to establish a meeting planning, reporting, and approval system, strictly implement the planning management, and firmly reject unnecessary meetings. For meetings with the same location, overlapping participants, and similar content, they should be merged. The annual meeting plan includes the meeting name, reason for convening, main content, time and place, number of representatives, number of staff, required funds, and funding sources, and should be approved according to the following procedures and requirements. The newly revised "Jilin Province Direct Government Agency Conference Fee Management Measures" stipulates that all units should follow the principle of "reducing costs and increasing efficiency", fully utilize modern information technology methods such as teleconferencing and online video conferencing, choose online meeting systems reasonably, effectively reduce meeting costs, and improve meeting efficiency. The management measures also specify that all units should strictly adhere to the standards for meeting rooms, primarily using standard rooms for accommodation, not arranging luxury suites, and not providing toiletries. In terms of meals, the variety, quantity, and portion size should be strictly controlled, and self-service or working meals should be arranged; luxury dishes and alcohol are not allowed; organizing meals or banquets under the name of a meeting is prohibited. Meeting venues should be simple, without greenery, fruits, background boards, pens, notebooks, or conference bags provided; short video production and group photos should be strictly limited; distributing souvenirs such as water cups or umbrellas in the name of the conference is strictly prohibited; high consumption entertainment or fitness activities are not allowed; organizing conference representative tours or unrelated visits is not allowed. Setting up a "petty cash fund" with conference fees is strictly prohibited; official reception expenses are not allowed to be included in conference fees; falsifying conference expenses to misappropriate funds is strictly forbidden. The use of conference fees to purchase computers, copiers, printers, fax machines, and other fixed assets, as well as other expenses unrelated to the conference, is not allowed.
