Henan: By the end of 2025, all levels of government departments in the province, cities, and counties will fully disclose the list of fees related to enterprises to the society.

The General Office of the People's Government of Henan Province recently issued the "Implementation Opinions on Establishing a Sound and Effective Supervision Mechanism for Enterprise-related Fees", focusing on establishing a hierarchical and classified catalog system for enterprise-related fees, improving the evaluation and review mechanism for enterprise-related fee policies, strengthening the supervision of the entire chain of enterprise-related fees, and enhancing the standardization of fees in key areas among 13 tasks in 4 aspects. The document comprehensively regulates enterprise-related fee behaviors before, during, and after the fact, and establishes a coordinated and efficient long-term supervision mechanism to better stabilize the expectations of various types of business entities and enhance confidence in development. The "Opinions" clearly define overall requirements and phased goals. By the end of 2025, all levels of government departments at the provincial, municipal, and county levels will publicly announce the catalog of enterprise-related fees; by the end of 2027, existing enterprise-related fee policies will be comprehensively self-inspected and standardized; by the end of 2030, the province will establish more than 100 monitoring points for enterprise-related fees, forming a basic long-term monitoring system for enterprise-related fees covering industry monitoring, administrative supervision, and social supervision.
