The Ministry of Agriculture and Rural Affairs has deployed a special action to regulate the online operation of pesticides.
Recently, in order to implement the new revised "Pesticide Business License Management Measures", the Ministry of Agriculture and Rural Affairs has formulated and issued the "Special Governance Action Plan for Internet-based Pesticide Business in 2026". It will work together with relevant parties to regulate the order of the Internet-based pesticide market in accordance with the law, strictly inspect the qualifications of Internet pesticide business, regulate the display of pesticide product information, strengthen the responsibilities of third-party platforms in Internet transactions, and regulate Internet-based pesticide business behaviors through special governance actions, in order to promote the establishment of a long-term effective regulatory mechanism.
First, a negative list will be established, which will strictly manage certain specific pesticide varieties in addition to the list of restricted pesticide usage. Pesticide varieties included in the negative list are prohibited from being sold through the Internet. Second, the work mechanism will be improved, including establishing a key monitoring list for Internet-based pesticide business, strengthening communication with third-party platforms, and improving the mechanism for dealing with problematic products.
Third, the inspection efforts will be increased, include conducting sampling monitoring of Internet-based pesticide products, and strict legal punishment for counterfeit pesticide products and irregular business practices. Fourth, coordination and collaboration will be strengthened, with enhanced cross-departmental, cross-regional, and inter-provincial cooperation for Internet-based pesticide regulation, and the promotion of integrated online and offline management.
Fifth, social governance will be promoted, by actively leveraging the self-discipline role of the industry, strengthening the dissemination and interpretation of laws and policies, ensuring smooth channels for complaints and reports, and forming a collaborative effort from various sectors for regulatory purposes.
