Hui Ching-yu: Beijing and Hong Kong deepen financial cooperation to help enterprises expand overseas and support the building of a financial powerhouse
Hui Ching-yu said that as of the third quarter of this year, nearly 290 Beijing enterprises had listed in Hong Kong, with a total market capitalization of HK$13 trillion and cumulative fundraising in Hong Kong of approximately HK$3.4 trillion.
Speaking at the thematic financial cooperation event "Beijing-Hong Kong Hand in Hand, Finance Together" during the 29th Beijing-Hong Kong Economic Cooperation Symposium, Secretary for Financial Services and the Treasury Hui Ching-yu said that the country is advancing the building of a financial powerhouse, and Hong Kong continues to play the roles of "super connector" and "super value-adder." The SAR government is vigorously pursuing the "Finance +" strategy, covering the PowerTECH Co., Ltd., green, and industry segments, and is solidly delivering on the five major areas of technology finance, green finance, inclusive finance, pension finance, and digital finance, empowering the real economy through finance.
Hui shared with attendees the latest developments in Hong Kong's financial market. He noted that driven by a series of listing regime reforms, Hong Kong's IPO fundraising in the first three quarters of this year exceeded HK$380 billion, more than doubling year on year. In green finance, the volume of green and sustainable debt issued in Hong Kong in 2025 exceeded US$76 billion. Of this, the total amount of green and sustainable bonds arranged for issuance in Hong Kong was about US$38 billion, ranking first in the Asian market for eight consecutive years. On Beijing-Hong Kong coordinated development, as of the third quarter of this year, nearly 290 Beijing enterprises had listed in Hong Kong, with a total market capitalization of HK$13 trillion and cumulative fundraising in Hong Kong of about HK$3.4 trillion.
Hui continued that supporting enterprises in expanding overseas is an important task of Beijing-Hong Kong "Finance Together." The SAR government has established a dedicated task force for mainland enterprises going global to coordinate resources and assist mainland enterprises in expanding their global footprint, and is actively attracting multinational and large mainland enterprises to set up regional treasury centers in Hong Kong through policies such as tax incentives. He also encouraged Beijing enterprises to make good use of Hong Kong's well-developed warehousing and delivery network for commodity trading, so as to jointly enhance the country's pricing power and influence in relevant global markets. He expressed the hope that Beijing and Hong Kong, building on their fruitful past achievements, will align with the 15th Five-Year Plan and the requirements for building a financial powerhouse, and open up new growth points for cooperation.
On the same day, Hui met with leaders including the International Department (Hong Kong and Macao Affairs Office) of the People's Bank of China. The two sides held in-depth exchanges on a number of important financial areas, including how to continue to steadily advance RMB internationalization under the "First Five-Year Plan for Hong Kong" just announced last month, develop the commodity trading market, and strengthen financial talent exchange and cultivation between the two places.
