The MOFCOM Spokesperson mentioned in answering questions on the U.S. Department of Homeland Security's notice of federal procurement exclusion and removal order targeting Chinese companies that China urges the U.S. to respect facts and market principles, immediately correct its erroneous practices, stop the unjustified suppression of Chinese companies, revoke the relevant discriminatory restrictive measures, and create favorable conditions for normal exchanges and cooperation between enterprises of the two countries. MOFCOM Spokesperson Answers Questions on the U.S. Department of Homeland Security's Notice of Federal Procurement Exclusion and Removal Order Targeting Chinese Companies
Q: On October 19, the U.S. Department of Homeland Security announced a ban on U.S. federal government civilian administrative agencies from procuring products and services developed by Chinese AI company DeepSeek and its affiliates, and required the removal of relevant products and services from the information systems of relevant agencies. What is MOFCOM's comment on this?
A: We have noted the relevant situation. China strongly deplores and firmly opposes this.
The Chinese government upholds the principle of balancing development and security, adheres to the philosophy of "people-centered and AI for good," ensures that AI is secure, controllable, and reliable, and promotes the development of AI on a compliant, trustworthy, and good-oriented track. China has promulgated multiple laws and regulations, including the Cybersecurity Law and the Personal Information Protection Law, to protect cybersecurity and data privacy in accordance with the law. Chinese AI companies have always been committed to providing safe and reliable services to global users, abide by the laws of the countries where they operate, and are widely welcomed by users around the world.
The U.S. side disregards the important consensus reached by the two heads of state, ignores the overall situation of China-U.S. economic and trade relations, and takes discriminatory restrictive measures against Chinese AI companies under the pretext of so-called national security. This is a typical act of overgeneralizing the concept of national security and abusing administrative means to suppress Chinese companies. In essence, it politicizes and instrumentalizes scientific, technological, and economic and trade issues, and uses the name of national security to suppress and contain China. This seriously harms the legitimate rights and interests of Chinese companies, undermines a fair competitive market environment, and disrupts normal commercial cooperation in the field of AI between China and the U.S.
China urges the U.S. to respect facts and market principles, immediately correct its erroneous practices, stop the unjustified suppression of Chinese companies, revoke the relevant discriminatory restrictive measures, and create favorable conditions for normal exchanges and cooperation between enterprises of the two countries. China hopes the U.S. will earnestly implement the important consensus reached by the two heads of state, work with China in the same direction, make good use of the China-U.S. AI dialogue mechanism, enhance mutual trust, manage differences, and jointly promote AI for good. China will closely monitor the developments and will take all necessary measures to firmly safeguard its legitimate rights and interests in response to any action that substantively harms China's interests.
