On October 20, the Ministry of Industry and Information Technology issued an announcement that the drafting and revision of five mandatory national standards, including the "Automotive Data Security Requirements," have formed draft versions for public comment and are now open for comments from all sectors of society. The "Installation Requirements for External Lighting and Light-Signaling Devices of Motor Vehicles and Trailers (Draft for Comment)" proposes that vehicles without L3-level or higher automated driving systems shall be prohibited from installing automated driving system marker lamps; at the same time, a dedicated blue-green light color requirement for ADS marker lamps has been added. ADS marker lamps are lamps that indicate to other road users that the vehicle's automated driving system is in an active state. According to the draft for comment, when L3-level or higher automated driving functions are activated, all ADS marker lamps shall automatically illuminate simultaneously and remain illuminated while the automated driving system is in an active state. They shall be prohibited from illuminating when the vehicle's driving automation system is at L2-level or lower automated driving functions. When the automated driving system exits, all ADS marker lamps shall automatically extinguish simultaneously.
In terms of information security, the draft for comment of the "Automotive Data Security Requirements" proposes that, unless there are exceptions such as user-defined settings or safety-related emergencies, vehicles shall by default be set to a state in which personal information is not collected. The draft for comment of the "Automotive Data Security Requirements" clarifies that vehicle manufacturers shall establish and implement an automotive data security management system, clarify automotive data security management objectives and policies, determine the scope of application, identify and coordinate areas related to or interacting with automotive data security, and implement management requirements through corresponding rules and processes. Vehicle manufacturers shall establish and implement internal automotive data security audits, management reviews, and continuous improvement systems, and the frequency of internal automotive data security audits shall be no less than once per year.
The draft for comment of the "Safety Requirements for Automated Parking Systems of Intelligent Connected Vehicles" states that APS (Automated Parking System) shall provide safety-related information to passengers. When the automated parking function is in an active state, if a safety risk to passengers arises (for example, seat belts not fastened, passengers not seated), APS shall respond in accordance with the control strategy described in the safety case. If a vehicle equipped with APS is equipped with controls provided for manual driving (for example, controls for steering, service braking, parking braking, acceleration, and lighting), the relevant design of the controls shall be able to prevent any influence on the DDT when APS is performing the DDT, or reasonable protective measures shall be taken to prevent the controls provided for manual driving from being touched.
In addition, the draft for comment of the "Vehicle-Mounted Wireless Broadcast Receiving System" shows that M-category and N-category vehicles shall be equipped with a vehicle-mounted wireless broadcast receiving system. The vehicle-mounted wireless broadcast receiving terminal shall have a station search function, shall support reception of FM broadcasts, and is permitted to support reception of AM broadcasts.
