The Hong Kong government attaches great importance to the development of the logistics industry in Hong Kong, and has been committed to supporting and enhancing Hong Kong's status as an international logistics hub.
On June 10th, during a meeting at the Legislative Council, the Secretary for Transport and Logistics of Hong Kong, Frank Chan Fan, responded to questions from members of the council by highlighting the Hong Kong government's commitment to the development of the logistics industry. The government has been actively supporting and enhancing Hong Kong's position as an international logistics hub. To achieve this, the Hong Kong government introduced the "Modern Logistics Development Blueprint" in 2023, focusing on five key development directions: smart, modern, green and sustainable, international, and convenient. The blueprint includes eight strategies and 24 action measures to meet the short, medium, and long-term needs of the logistics industry, with the goal of making Hong Kong a sustainable international smart logistics hub focusing on high-value goods and e-commerce markets. Chan Fan also introduced the "Smart and Green Logistics Professional Training Program" in February 2024 under the Maritime and Aviation Training Fund to further support the upgrading and transformation of the logistics industry. The program provides funding for qualified logistics organizations and training/educational institutions to offer local training courses related to modern, smart, and green logistics, enabling industry practitioners to acquire the latest knowledge in smart and green logistics. The program was enhanced in October 2024 to allow self-financed courses to be eligible for funding, and qualified logistics practitioners can apply for an 80% refund of course fees, up to a maximum of HK$30,000 after completing approved courses. As of May 2026, 23 courses have been included in the program, benefiting around 70 logistics practitioners. The average amount of funding per approved application is around HK$6200. Furthermore, the Hong Kong government launched the "Third-Party Logistics Service Providers Pilot Program" in 2020, with further enhancements in 2023 and 2024. The Pilot Program aims to support third-party logistics service providers in utilizing logistics technology solutions, adopting Environmental, Social, and Governance (ESG) technologies, and receiving specialized project training, with a maximum funding of HK$2 million per company. Among the 247 companies that have received funding, only 5 (approximately 2%) have reached the funding limit, indicating that the current level of funding generally meets the needs of the logistics companies. In addition, to accelerate the use of logistics data platforms operated by the government or public entities and promote digitalization in the industry, the Hong Kong government announced the "Future Smart Logistics Acceleration Plan" under the Pilot Program in the 2026-27 budget. The Acceleration Plan has already been launched in June. The training courses covered by the program are diverse, including e-logistics, handling of special goods, digitalization, blockchain, artificial intelligence, big data analysis, mechanical and automation technology, cybersecurity, and ESG technologies. The government continues to work closely with universities and vocational training institutions to encourage them to apply for their relevant courses to be included in the list of approved courses under the program. Chan Fan emphasized that in the future, the government will continue to communicate with relevant organizations and encourage them to provide diversified specialized training courses in response to the industry's demand for smart and green logistics development. The effectiveness and arrangements of the training program will be reviewed periodically to ensure its continued support for the industry.
