Employee medical insurance personal account mutual aid across provinces is now available! Spouses, parents, children, and other close relatives can use it.
On June 5th, the General Office of the National Medical Insurance Bureau and the General Office of the Ministry of Finance issued a notice on the "Procedures for Inter-provincial Mutual Assistance in the Individual Accounts of Employees' Basic Medical Insurance (Trial)."
On June 5th, the Office of the National Medical Security Administration and the Office of the Ministry of Finance issued a notice on the "Trial Measures for the Inter-Provincial Assistance Handling of Individual Accounts for Employee Basic Medical Insurance." It pointed out that the inter-provincial assistance of individual accounts for employee basic medical insurance refers to the establishment of personal medical insurance wallets based on the national unified medical insurance information platform, setting a sharing limit, enabling employees' personal account funds to pay the personal burden costs incurred by close relatives receiving medical treatment or purchasing medicine at designated medical institutions, as well as participating in insurance and paying contributions. The personal medical insurance wallet implements virtual limit management. The scope of the application of inter-provincial assistance includes close relatives of employees covered by basic medical insurance, who must be insured under basic medical insurance (including employee basic medical insurance and urban and rural resident basic medical insurance). Close relatives include spouses, parents, children, siblings, grandparents, and grandchildren.
The notice mentioned that insured persons can establish or terminate assistance relationships through various channels such as the National Medical Insurance Service Platform APP, provincial medical insurance service platforms, or local medical insurance agencies. When establishing an assistance relationship, the assistor must sign a commitment letter and be responsible for the truthfulness and accuracy of the commitments. An assistor can establish assistance relationships with multiple close relatives, and an assisted person can also receive assistance from multiple close relatives. Assistors and assisted persons can independently handle the termination of assistance relationships during the relationship period. If the medical insurance relationship of an assistor or assisted person is terminated or transferred across pooling regions, the assistance relationship will be automatically terminated.
Regarding the use of shared limits, assisted individuals can use shared limits to pay personal burden medical expenses incurred when receiving medical treatment at designated medical institutions or purchasing prescribed medicines, medical equipment, or consumables at designated retail pharmacies. Assisted individuals can use shared limits to pay personal contributions for participating in urban and rural resident basic medical insurance and long-term care insurance, and must pay the full amount.
