On April 24, the Ministry of Commerce announced that, in order to safeguard national security and interests, fulfill international obligations such as preventing proliferation, and in accordance with relevant provisions of the Export Control Law of the People's Republic of China and the Regulations on the Export Control of Dual-Use items of the People's Republic of China, it has decided to include 7 EU entities, including Hestar Company, on the export control list.
On April 24th, the Ministry of Commerce announced that, in order to safeguard national security and interests, fulfill international obligations such as non-proliferation, and in accordance with relevant provisions of the "Export Control Law of the People's Republic of China" and the "Regulations on the Control of Dual-Use Items Export of the People's Republic of China," it has decided to include 7 EU entities, such as Herstal Company, in the export control list and take the following measures:
1. Prohibit exporters from exporting dual-use items to the aforementioned 7 entities, and prohibit foreign organizations and individuals from transferring or providing dual-use items produced in the People's Republic of China to the aforementioned 7 entities; any related activities that are currently ongoing should be immediately stopped.
2. In case of special circumstances that require export, exporters should apply to the Ministry of Commerce.

In accordance with relevant provisions of the "Export Control Law of the People's Republic of China" and the "Regulations on the Control of Dual-Use Items Export of the People's Republic of China," China has decided to include 7 EU entities, such as Herstal Company, in the export control list, prohibiting exporters from exporting dual-use items to the mentioned entities, and prohibiting foreign organizations and individuals from transferring or providing dual-use items produced in the People's Republic of China to the mentioned entities. In addition, any related activities that are currently ongoing should be immediately stopped.
Before the measures were announced, China had already notified the EU through bilateral export control dialogues. It is important to emphasize that the action of listing by China is only targeted at a few EU entities involved in military-related matters, such as sales to Taiwan or connections with Taiwan. The measures only apply to dual-use items and do not affect normal economic and trade exchanges between China and the EU. Law-abiding and trustworthy EU entities have nothing to worry about. The Chinese government will continue to work with countries worldwide to maintain world peace and regional stability, and jointly ensure the stability of global industrial and supply chains.
