Hong Kong will further cooperate with the national shipping strategic development, enhance its status as an international shipping center, leverage financial empowerment, comprehensively build Hong Kong into the global shipping hub, and attract more shipping companies to settle in Hong Kong.
On February 27, Hong Kong Secretary for Transport and Logistics, Chen Mei-bao, announced at the press conference on the measures related to the 2026-2027 fiscal budget that this year marks the beginning of the national "15th Five-Year Plan". The department will continue to actively align with national development strategies, leveraging Hong Kong's role as a "super connector" and "super value-added person" to rapidly develop road and railway networks to drive infrastructure development. In terms of shipping and aviation, the fiscal budget proposal suggests financial linkage for shipping, with Hong Kong further cooperating with national shipping strategies to enhance its position as an international shipping center. Leveraging financial empowerment, Hong Kong aims to become a global shipping hub, attracting more shipping companies to establish themselves in Hong Kong. Specific measures include supporting the green transformation of shipping, facilitating trade financing, promoting high-value-added shipping services, and building the brand of Hong Kong ship registration. Efforts will be made to optimize existing tax incentives for the shipping industry and revise ship registration regulations to accommodate diverse operational models, reinforcing Hong Kong's leading position in ship registration. Additionally, efforts will be made to attract investment in the airport city and develop low-altitude economy projects, such as unmanned aerial vehicle operations. The department will also focus on advancing low-altitude economy initiatives, deploying technology research and planning for low-altitude infrastructure, and establishing an intelligent low-altitude traffic management system. Furthermore, they are exploring the development of a transportation management platform to utilize artificial intelligence for digital traffic management. In conclusion, Hong Kong Transport and Logistics Department seeks to accelerate transportation development through innovation and financial empowerment, aiming to promote diversified development and enhance transportation networks for the benefit of citizens. Leveraging Hong Kong's unique advantages under the "one country, two systems" policy, the department aims to propel Hong Kong forward in all aspects of transportation.
