On September 28, the 25th meeting of the Standing Committee of the 14th Jiangsu Provincial People's Congress reviewed the "Jiangsu Province Urban Renewal Regulations." This is Jiangsu Province's first legislation on urban renewal, not only responding to public concerns such as how to renovate old residential communities, whether dilapidated housing can be rebuilt, where the money will come from, and how residents can participate, but also explicitly supporting the independent renewal of old urban housing and providing specific operational measures. Jiangsu Province's legislation encourages property rights holders to carry out independent renewal of old housing built in earlier years, with low construction standards, and poor supporting facilities through methods such as combining demolition and renovation and demolition and reconstruction. Such independent renewal should be voted on by owners in accordance with the law. For owners who do not agree to implementation, there should be full consultation with them to protect their right to be informed and their right to participate; if consultation fails, the matter may be handled in accordance with the law through methods such as acquisition and exchange.
