Miao Muyang, Director of the Industrial Development Department of the Ministry of Culture and Tourism: Will accelerate the capitalization of cultural data assets and IP rights confirmation and registration
Miao Muyang, Director of the Industrial Development Department of the Ministry of Culture and Tourism, attended the Culture Finance Forum at the 2026 Financial Street Forum Annual Conference on October 22 and stated that under the new paradigm of "creativity-led, human-machine collaboration," data and models are gradually becoming new factors of production, and data assets with clear ownership and compliance assessments are becoming means of production that can be rights-confirmed, measured, and recorded on balance sheets. In response to the current bottlenecks facing financial empowerment of the cultural industry, including lagging valuation infrastructure development and "cycle mismatches" between cultural products and financial products, he stated that culture and tourism departments will take proactive action and serve as a "scope" for policy implementation, gaining a clear understanding of real demand in the cultural sector, clarifying the baseline of cultural assets, and smoothing bank-enterprise matching channels, so that financial capital can "understand, enter, and stay." Specifically, efforts will be accelerated to promote the assetization of cultural data and IP rights confirmation and registration, helping cultural enterprises turn intangible assets such as creativity, copyrights, and data into "accounts that can be calculated clearly," and to cooperate with relevant departments in improving risk-sharing and compensation mechanisms.
