On October 16, reporters learned from the Autonomous Region Department of Finance that, in order to strengthen the management of regular assistance funds from the central and autonomous region budgets and improve the efficiency of fund use, the Autonomous Region Department of Finance, together with the Department of Agriculture and Rural Affairs, the Development and Reform Commission, the Ethnic and Religious Affairs Commission, the Forestry Bureau, and other departments, recently jointly issued the "Guangxi Financial Regular Assistance Fund Management Measures" to support regular assistance work after the transition period. The Measures make clear that starting in 2026, the autonomous region's financial regular assistance funds will add a task direction for ethnic minorities, arranged as a 4% earmark of the autonomous region's total funds for the year, to support the construction of border harmonious and beautiful villages and towns, improve infrastructure in border areas and ethnic regions, and help upgrade characteristic industries such as border trade processing and ethnic handicrafts. At the same time, overseas Chinese agricultural and forestry farms will be included in the coordinated development of rural revitalization policies, and eligible overseas Chinese agricultural and forestry farms will be supported in filling shortcomings in small public welfare infrastructure. In terms of fund allocation, the Measures emphasize precise tilting toward key areas, integrate assistance industries that link farmers and drive them into the region's overall agricultural whole-industry-chain development layout, and tilt toward key counties for rural revitalization assistance, border counties, ethnic autonomous counties, and areas with heavier assistance tasks. The rigid requirement that funds allocated to counties be invested in impoverished villages at a certain proportion is abolished, allowing localities to coordinate funds and tilt them toward villages with weak infrastructure and greater assistance pressure, while taking into account balanced and coordinated regional development. In project management, the Measures set out whole-process provisions on "how to build, how to manage, and how to achieve results" for assistance projects, promoting standardized project entry into the database, refined implementation, effective farmer-linking and driving, strict fund supervision, and long-term asset management. The proportion for withdrawing project management fees is raised from 1% during the transition period to 2%, and an additional 5% of autonomous region funds may be coordinated for the management and maintenance of village-level public welfare assets.
