On October 12, with the announcement issued by the Ministry of Finance and the State Taxation Administration, the countdown to the reduction of tax rebate benefits for China's new energy vehicle exports officially began. According to the announcement, starting from April 1, 2027, the VAT export tax rebate rate for new energy vehicles will be lowered from 13% to 9%, while the consumption tax rebate policy for new energy vehicle exports will remain unchanged. The determination of the rebate rate shall be based on the export date specified in the export goods declaration formthis means that even if the sales contract signing date is locked in this year, vehicles declared for export after April 1 next year will still need to comply with the new standard. Four percentage points, placed before the massive scale of China's new energy vehicle exports worth hundreds of billions of yuan, constitute an arithmetic problem capable of reshaping the industry's profit structure. Some automaker personnel said in interviews that they will use the window period to recalculate the full-chain costs of exports and gain the initiative by adjusting product mix and other means. Following photovoltaics and lithium batteries, new energy vehicle policies are gradually returning to neutrality. Industry insiders believe that the reduction of export tax rebates means policy retreats while capability advances. China's automotive going global will shift from a superimposed period of policy dividends and cost advantages to a comprehensive contest of products, brands, and localized operations; and the "new three" of foreign trade will also collectively enter a new stage of "systematic competition."
