Hong Kong's first five-year plan was announced on September 16.

Tomorrow, John Lee, Chief Executive of the Hong Kong Special Administrative Region, will unveil the "First Five-Year Plan for Hong Kong" and subsequently deliver the "2026 Policy Address." Over the past three months, John Lee and the SAR government's directors and bureau secretaries have held more than 100 consultation sessions to engage directly with the public; they also went into communities to listen to residents' views, receiving a total of over 17,000 submissions on the "First Five-Year Plan for Hong Kong" and over 11,000 submissions on the "Policy Address." John Lee pointed out that the "First Five-Year Plan for Hong Kong" is the development blueprint for Hong Kong's next five years, and the "Policy Address" is the annual report for implementing the "First Five-Year Plan for Hong Kong," setting policy priorities according to Hong Kong's actual circumstances. The cover of the "First Five-Year Plan for Hong Kong" is blue, representing the blue sky, openness, progress, and steadiness; the cover of the "Policy Address" continues to use green, representing policy continuity, vitality, and hope. John Lee stated that this year's "Policy Address" has special significance, as it is the first "Policy Address" after the publication of the "First Five-Year Plan for Hong Kong." He set the care he put into drafting the "Policy Address" as its theme: "Plan for the overall situation with a long-term vision, open a new chapter through reform, promote development and create opportunities, and benefit people's livelihoods for the future."
