Shanghai employee medical insurance personal account historical balance funds can be used to pay for non-immunization program vaccine expenses.
Starting from September 15, 2026, insured persons in Shanghai may, in accordance with regulations, use the accumulated balance in their employee medical insurance personal accounts to pay for vaccine costs and injection service fees incurred from receiving non-immunization-program vaccines listed in the catalog at designated medical institutions, while also supporting family mutual aid under medical insurance. Vaccines are divided into immunization-program vaccines and non-immunization-program vaccines. Among them, immunization-program vaccines are provided free of charge by the government to residents, with no fees charged at all for the entire vaccination process; non-immunization-program vaccines are voluntarily chosen and paid for by citizens themselves, and vaccination requires the collection of vaccine costs and injection service fees.
