The National Medical Insurance Administration conducts research on basic diseases at the grassroots level.

According to the National Healthcare Security Administration, in order to implement the decisions and deployments of the Central Committee of the Communist Party of China and the State Council regarding the strengthening of healthcare foundations and promoting hierarchical medical services, and to further enhance the role of in empowering grassroots development, a coordinated advancement of the disease-specific payment 3.0 version grouping plan has been initiated. Recently, the National Healthcare Security Administration conducted research in Enshi, Hubei, to investigate the status of support for grassroots healthcare services, and to solicit in-depth opinions and suggestions from grassroots medical institutions, local departments, and experts and scholars on the selection of diseases for disease-specific payments. The aim is to discuss and improve the scope of disease selection at the grassroots level and to reach a consensus on reform.
