To promote Guangzhous accelerated establishment of the national new generation artificial intelligence innovation development experimental zone and the national artificial intelligence innovation application pilot zone, to advance the deep integration of artificial intelligence with all industries and fields of the economy and society, and to speed up the cultivation of new quality productive forces, the "Guangzhou Regulations on Promoting Artificial Intelligence Development" is scheduled to be submitted for the third review and voting in October 2026. In order to practice whole-process people's democracy and widely gather public opinion, the official website of the Guangzhou Municipal Peoples Congress Standing Committee today released the "Guangzhou Regulations on Promoting Artificial Intelligence Development," publicly soliciting opinions and suggestions. It mentions the simultaneous planning and construction of a unified citywide computing power collaborative scheduling platform, exploring the establishment of a market-oriented trading mechanism for computing power resources, and promoting the interconnection, elastic scheduling, and sharing of diverse and heterogeneous computing power resources, providing inclusive computing services for artificial intelligence development. Relying on a sound computing power foundation, Guangzhou is also promoting the high-quality open use of public data resources. To ensure the connection between scenarios and enterprise supply and demand, a city-level artificial intelligence application empowerment center is also being established, aiming to establish and improve mechanisms for product selection, scenario supply and demand matching, first purchase and first use demonstrations, brand promotion, and full-cycle tracking and evaluation, cultivating a number of high-quality artificial intelligence innovative products around intelligent terminal hardware, industry application software, industry-specific large models, data factor services, and integrated system solutions, and replicating and promoting typical application cases.
