On August 15, the Flood Control and Drought Relief Headquarters of the Huai River and the Huai River Water Resources Commission of the Ministry of Water Resources adjusted the emergency response to flood control in the Huai River basin, affecting Henan Province, Anhui Province, Jiangsu Province, and Shandong Province. According to the "Emergency Plan for Flood Control and Drought Relief of the Huai River Flood Control Headquarters" and the "Emergency Plan for Water and Drought Disaster Prevention of the Huai River Water Resources Commission," after comprehensive assessment, as of 12:00 on August 15, the Huai River Flood Control Headquarters and the Huai Commission terminated the level IV emergency response for flood control and flood defense in southern Henan Province and maintained a level II emergency response for flood control and flood defense for the Sha YING River and Hong Ru River systems in the province. They adjusted the emergency response for flood control in other areas north of the Huai River in Henan Province to level IV and the flood defense emergency response to level IV; terminated the level IV emergency response for flood control and flood defense in southern Anhui Province, while maintaining the level IV emergency response for flood control and flood defense in areas north of the Huai River in Anhui Province. For Jiangsu Province and Shandong Province, they terminated the level IV emergency response for flood control and flood defense in the Huai River basin.
