On August 14, the Ministry of Finance announced revisions to the "Management Measures for Lottery Market Regulation Funds" in accordance with relevant regulations on national budget management and lottery management. This aims to further strengthen and standardize the management of lottery market regulation funds and improve the efficiency of fund utilization. The Ministry of Finance is responsible for formulating the management measures for these funds, determining the total annual budget scale and allocation plans by province, clarifying overall performance targets, and issuing the budget according to budget management regulations while organizing budget performance management. The allocation of lottery market regulation funds is determined using a factor method, which includes three categories: fundamental factors, guiding factors, and normative factors. Among these, fundamental factors (weight 25%) mainly include sub-factors such as total population, number of sales locations, and local retention of lottery issuance fees. Guiding factors (weight 50%) mainly include sub-factors such as annual sales and per capita sales of key supported varieties or games, pilot demonstration results, and the effectiveness of the use of lottery market regulation funds. Normative factors (weight 25%) mainly include sub-factors such as the state of local lottery market order, compliance in the use of lottery market regulation funds, and the regularity and quality of fund applications.
