Trump wants the Pentagon to revitalize the American shipbuilding industry.

On the 13th, the White House website announced that President Trump signed a national security presidential memorandum that day, directing the Department of Defense to revitalize the shipbuilding industry, address long-standing issues in ship manufacturing and maintenance, and restore capacity and competitiveness. The memorandum requires the Department of Defense to increase direct investment in the industrial base of the U.S. shipbuilding industry based on the "Finnish model." The White House stated that the "Finnish model" was first adopted by the Coast Guards medium icebreaker project. Under this model, if foreign shipbuilders make significant and sustained investments in U.S. shipyards, thereby creating jobs and training American workers, these foreign shipbuilders will be temporarily allowed to construct up to two ships for the U.S. from their parent companies located outside the United States. These ships will be delivered quickly to fill gaps, while other vessels under the Department of Defense orders will be built at revitalized U.S. shipyards. The memorandum also instructs the Department of Defense to establish a fifth naval shipyard to enhance the maintenance capabilities for submarines and aircraft carriers. This will mark the first new naval shipyard built in the U.S. in over 80 years. The memorandum also calls for the establishment of a parts repair center to store and refurbish critical submarine components.
