Jiangsu: By 2030, 3 to 5 universities will enter the ranks of world-class universities.

The Jiangsu Provincial People's Government has issued the "Jiangsu High-Level University Construction Plan." The plan proposes, in alignment with the essential requirements of Chinese-style modernization, to actively respond to the new trends of educational transformation driven by the new round of technological and industrial revolution and artificial intelligence. It aims to comprehensively advance the integrated development of education, technology, and talent cultivation, focusing on building a cluster of first-class high-level universities. By 2030, universities will be classified and encouraged to strive for excellence: 1-2 universities will rank among the world's top universities, 3-5 universities will enter the ranks of world-class universities, newly established universities and disciplines will enter the national "Double First-Class" construction sequence, and over 10 provincial universities will achieve competitive strength and overall capability ranked among the top in the country. Various types of university reforms and developments will be advanced in a classified manner, with scientific positioning and distinctive features, striving for excellence at different levels and in different fields. We will focus on creating several peak disciplines, with around 10 disciplines becoming world-class, and a number of disciplines establishing themselves as top-tier distinctive disciplines in the country. We will vigorously improve the quality of internal development, actively promote the deep integration of high-level universities into the overall development of technological innovation and industrial innovation in the Yangtze River Delta, enhance the quality and efficiency of technology transfer, and provide strong support for building a globally influential industrial technology innovation center.
