Shanghai has issued the "Action Plan for Implementing the 'Several Measures to Further Promote the Development of Private Investment'." It mentions the need to improve the key industry map of Shanghai, focusing on three leading industries: integrated circuits, biomedicine, and artificial intelligence, as well as emerging pillar industries such as new smart terminals, intelligent robots, commercial aerospace, satellite internet, low-altitude economy, and advanced materials. It will also cover future frontier technologies such as quantum technology and brain-computer interfaces, along with productive service industries like information services, specialized services, and industrial services. Efforts will be intensified in precise investment attraction and industrial chain investment, further exploring the potential of private investment opportunities.
The plan includes implementing national requirements to eliminate unreasonable access restrictions on service industry operators, and strictly forbids the imposition of barriers beyond the entry requirements in environmental protection, sanitation, security, quality inspection, and firefighting. In the fields of frontier industries and competitive industries, further optimization of the layout of state-owned enterprises will be carried out, forming a mechanism of both entry and exit. Collaboration with private enterprises will be strengthened through investment cooperation, restructuring and mergers, industrial co-construction, and establishing alliances, particularly in pioneering fields such as photonic chips and devices, hydrogen energy and energy storage, satellite internet, gene and cell therapy, controllable nuclear fusion, and low-altitude economy, focusing on joint technology development, project cooperation, and technology transfer.
