The Ministry of Water Resources has rolled out measures to address the impact of the residual circulation of Typhoon "Baihaitun".
On the 12th, the Ministry of Water Resources held a special consultation to continuously analyze the impact situation of this year's No. 13 typhoon "Baileng" residual circulation, in-depth assess prominent risks, and further arrange and deploy flood and rainstorm defense work. It was learned from reporters that although typhoon "Baileng" has ceased to be numbered, its residual circulation combined with cold air will still cause a wide range of persistent heavy rainfall, continually affecting the Taihu Lake basin, the middle and lower reaches of the Yangtze River, the western and southern parts of the Huaibei River basin, the middle reach of the Yellow River in the Xiaohua section, the southern part of the Haihe River basin, and the northeastern part of the Liao River basin. According to forecasts, from August 12 to 16, rivers in the Taihu Lake and surrounding river network areas will maintain excessively high levels; in the lower reaches of the Yangtze River, tributaries such as the Chuhe River and Chaohu Lake, the main stream of the Han River in its middle and lower reaches, and the main and tributary streams of the Huai River such as the Poyang River, Hongru River, Shaying River, and Guo River, as well as the Weihe River in the Haihe River basin, will experience significant rises in water levels. Among these, the Shaying River, Hongru River, and Chuhe River will experience numbered floods, and the main stream of the Huai River in the middle reaches and the main stream of the Han River in the middle and lower reaches will approach alert water levels; some small and medium-sized rivers within the heavy rainfall area may experience floods above warning levels, and the risk of mountain flood disasters is high. In response to the flood situation, relevant officials of the Ministry of Water Resources have required focus on seven key areas of work. First, strengthen monitoring, forecasting, and early warning; second, focus on mountain flood disaster prevention; third, enhance unified and coordinated scheduling of watershed water projects; fourth, ensure reservoir safety during the flood season; fifth, strengthen patrols and defenses of dikes; sixth, coordinate defenses against urban external flooding and internal waterlogging; seventh, ensure the safety of the Middle Route of the South-to-North Water Diversion Project.
