The bill outlines the procedures for implementing the next phase of the PKK disarmament process and emphasizes the maintenance of judicial oversight. The Turkish government stated that the bill does not constitute a general amnesty, but rather establishes a conditional legal mechanism that provides a legal basis for eligible PKK members to return to Turkey and undergo formal review. According to the regulations, low-level PKK members who have not participated in serious violent crimes may return to Turkey from relevant bases in northern Iraq under certain conditions. The above bill does not apply to imprisoned PKK leader Abdullah calan, senior members of the organization, or those serving life sentences with heavier penalties.
