According to the Fujian Emergency Management Weibo account, as of today at 16:00, Typhoon "Bailang" (No. 13 this year) is located approximately 450 kilometers southeast of Wenzhou, Zhejiang Province. It is forecasted that "Bailang" will move northwest at a speed of 10 to 15 kilometers per hour and may make landfall along the coastal area from Zhoushan, Zhejiang to Fuding, Fujian, between the night of the 9th and the morning of the 10th. From tonight until the 9th, the maximum wind force in the external fishing grounds of Fujian, the Diaoyu Islands waters, and the eastern fishing grounds of Fujian will reach levels 11 to 13, with gusts of 13 to 15. Near the center of the typhoon, wind forces can reach levels 14 to 15, with gusts of 16 to 17. The northern coastal sea area will experience winds of levels 10 to 12, with gusts of 12 to 14, while the central coastal sea area will see winds of levels 8 to 9, with gusts of 10 to 11. In some counties and cities in the central and northern regions, gusts may reach levels 8 to 10. Some counties in Ningde and Nanping may experience heavy rain to torrential rain, with localized extreme downpours; other regions will see localized heavy rain to torrential rain. The Fujian Provincial Defense Command has maintained a Level 3 emergency response to typhoons.
