Typhoon "White Dolphin" was located about 545 kilometers southeast of Wenling at 6:00 AM on August 8, with maximum wind force near the center reaching level 14. It is expected that "White Dolphin" will move westward at a speed of 10-15 kilometers per hour, with little change in intensity or slight strengthening, and it is forecasted to make landfall along the coast from Cangnan to Xiangshan from the evening of the 9th to the morning of the 10th. Affected by "White Dolphin," wind force in the East China Sea ranges from level 10 to 13, with some areas experiencing levels 13 to 16, and near the typhoon center, wind force may exceed level 16. Coastal sea surface and coastal areas will have wind force of level 10 to 13, with localized areas at level 13 to 16. Central and southern Zhejiang province, as well as coastal areas, are expected to experience heavy rainfall, torrential rain, and even extreme heavy rain in some regions, creating a severe flood and typhoon prevention situation. The Zhejiang Provincial Meteorological Bureau has issued a typhoon warning. According to the "Zhejiang Province Flood Control, Typhoon Prevention, and Drought Relief Emergency Plan" and the typhoon defense work program, after assessment and consultation, the Zhejiang Provincial Flood Control Headquarters decided to elevate the typhoon emergency response to Level II at 10:00 AM on August 8.
