The National Flood Control and Drought Relief Headquarters has initiated a Level IV emergency response for flood and typhoon prevention in Zhejiang and Fujian, while continuing to maintain a Level IV emergency response for flood prevention in Heilongjiang and Shaanxi. The Headquarters' office and a working group from the Ministry of Emergency Management are assisting and guiding flood relief efforts in Heilongjiang. It was pointed out in the consultation that there has been heavy rainfall in localized areas of Heilongjiang, Guizhou, Yunnan, Hainan, and other regions recently, and some sections of major rivers such as Heilongjiang and the Songhua River will exceed warning levels for an extended period. Typhoon "Bailong" is continuing to approach the eastern coastal areas of our country, and the situation for flood and typhoon prevention is severe and complex.
