Guangdong: Plans to deepen the pilot program for the integration of domestic and foreign currency bank settlement accounts and the pilot program for multinational corporations' integrated funding pools in domestic and foreign currencies.
The "14th Five-Year Plan" for the development of China's free trade pilot zones is openly soliciting opinions. It mentions promoting the facilitation of cross-border capital flows. It aims to deepen the pilot program for integrated onshore and offshore currency bank settlement accounts and for multinational corporations' integrated currency pools. Support will be provided for Qianhai and Nansha to explore the EF account system and to improve the EF account policies in Hengqin. The scope of pilot banks for FT accounts will be expanded, and support will be given to develop cross-market FT account financial service products. Financial institutions will be guided to use free trade accounts and domestic accounts of overseas institutions to provide integrated financial services such as international settlement, capital transactions, global credit, and cross-border capital management for overseas institutions. The categories of tradeable goods that can be financed will be expanded, encouraging financial institutions to innovate financing products and improve the convenience of lending, and enhancing their trade financing lending capabilities to overseas institutions. The facilitation of receiving and utilizing cross-border funds under the "Kehuitong" program will be improved. Financial institutions will be supported in cooperating with overseas institutions for investment and financing linkage and optimizing the balance management model for QDLP and QFLP pilot enterprises.
