Rumormongers exploited AI technology to fabricate false information, splice old news to exaggerate disaster situations, and impersonate officials to concoct policies, severely misleading public perception and disrupting disaster prevention, relief efforts, and social order. Multiple departments, including cybersecurity, meteorology, public security, and emergency response, collaborated to timely release authoritative refutations and legally combat rumor-mongering. In July, during the main flood season compounded by typhoon activity, flood-related rumors spread in many regions. During Typhoon Misaks passage through Guangxi, many rumors related to Guangxi circulated on short video platforms. "Guangxi Hengzhou is urgently in need of snake venom serum" misled the public's judgment regarding material support and rescue capabilities in disaster areas, while "Guangxi Baise is experiencing severe flood disasters" was based on spliced footage from external flood disasters, exaggerating the severity of the situation. Rumors such as "Qinzhou Lingdong Reservoir is about to open the floodgates" and "Liublan Reservoir has collapsed, the entire canal will flood into Qinzhou city" easily amplified panic, leading to irrational behaviors such as blind panic buying and disorderly evacuations, creating safety hazards.
