The Ministry of Industry and Information Technology's Equipment Industry Division organized a seminar for motor vehicle inspection and testing institutions to discuss and plan related work to enhance the quality of inspection and testing services.

On August 4, the Equipment Industry Division I of the Ministry of Industry and Information Technology organized a discussion with motor vehicle inspection and testing institutions to analyze the current situation regarding product safety and inspection and testing work, and to deploy measures to regulate competition in the road motor vehicle inspection and testing industry and improve the quality of inspection and testing work. The meeting emphasized that motor vehicle inspection and testing institutions must thoroughly implement the decisions and deployments of the Central Committee of the Communist Party and the State Council, firmly resist irrational competition, and maintain stringent product inspection standards. First, institutions should conduct comprehensive self-assessments to systematically identify issues in areas such as motor vehicle product inspection and testing, and diligently address rectification efforts. Second, there should be strengthened industry self-discipline, focusing on core responsibilities, enhancing accountability, and building integrity to collectively maintain the industry's credibility. Third, institutions must uphold the baseline for product safety, implementing quality control measures for sample management, personnel management, process management, and enhancing the identification and testing verification of risks associated with "radical" innovation designs and the safety assessment of combined driving assistance and autonomous driving functions. Fourth, institutions should improve their capacity levels, actively participate in the revision of standards and regulations, accelerate the establishment of a testing and evaluation system for intelligent connected vehicles, and strengthen the development of inspection and testing capabilities for road motor vehicles, providing objective and professional information and advice to the industry. In the next steps, the Ministry of Industry and Information Technology will work with relevant departments to carry out actions aimed at improving the consistency and quality of motor vehicle product production, increase the intensity of work inspections, supervise and guide inspection and testing institutions to fulfill their responsibilities as "gatekeepers" for product safety, enhance the quality of inspection and testing work, and implement joint penalties on inspection and testing institutions with identified issues, firmly maintaining the baseline for product safety.
