The National Development and Reform Commission and the National Energy Administration have issued the "14th Five-Year Plan for the Construction of New Power Systems." It emphasizes the need to promote the optimization of electricity flow allocation. It advocates for the renovation and upgrading of existing direct current transmission channels. The plan implements the national regional development strategy and the overall scheme for optimizing nationwide electricity flow, gradually forming electricity transmission from the "Shagehuang" base clusters in Northeast, North-Central, and Northwest regions, as well as the integrated hydropower and wind power base clusters in the Southwest, to the East-Central, Sichuan-Chongqing, and Southern load center regions, along with a general electricity flow pattern that allows nearby acceptance of power from offshore wind farms and coastal nuclear power bases. It accelerates the completion and commissioning of the transmission channels included in the plan during the 14th Five-Year period as early as possible. By 2030, the scale of west-to-east electricity transmission will exceed 420 million kilowatts. Pilot projects for 100% new energy transmission such as "Shagehuang" will be launched.
