Xing Hongwei, the former chairman of China Resources Recycling Group Co., Ltd., has been expelled from the Party and dismissed from public office.
On August 3, the website of the Central Commission for Discipline Inspection (CCDI) and the National Supervisory Commission reported that, according to the CCDI's Disciplinary Inspection Team stationed at the National Supply and Marketing Cooperative and the Guangdong Provincial Commission for Discipline Inspection and Supervision: Recently, with the approval of the CCID, the Disciplinary Inspection Team stationed at the National Supply and Marketing Cooperative and the Supervisory Commission of Qingyuan City, Guangdong Province, conducted an investigation into serious disciplinary violations by Xing Hongwei, the former Party Secretary, Chairman, and General Manager of China Recycle Resources Development Group Co., Ltd.
The investigation revealed that Xing Hongwei lost his ideals and beliefs, betrayed his original mission, was disloyal and insincere to the Party, and resisted organizational inspections; he ignored the spirit of the Central Eight Provisions, used public vehicles for private purposes, and had expenses that should be paid by him covered by subordinate units or others, showing severe formalism and bureaucratic style in his work; he violated organizational principles by concealing and failing to report personal matters; he breached the bottom line of integrity by violating regulations through secondary employment for remuneration, unlawfully receiving other income, and investing in relevant enterprises in the name of others; he violated work discipline and improperly performed his duties, causing adverse effects; he exploited enterprises for personal gain, used his position for convenience to misappropriate public funds for profit activities, embezzled public property, and abused his power, resulting in significant losses to state-owned assets.
Xing Hongwei severely violated the Party's political discipline, organizational discipline, integrity discipline, and work discipline, constituting serious job-related illegalities and suspected crimes of misappropriation of public funds, embezzlement, and abuse of power by personnel of state-owned companies. Moreover, he did not restrain or stop after the 18th National Congress of the Communist Party, with a serious nature and seriously adverse impact, warranting strict handling. In accordance with the "Regulations on Disciplinary Penalties of the Communist Party of China," the "Supervision Law of the People's Republic of China," the "Law of the People's Republic of China on Administrative Punishments of Public Officials," and other relevant regulations, the Party Leadership Group of the National Supply and Marketing Cooperative decided to expel Xing Hongwei from the Party; after research by the Disciplinary Inspection Team of the CCDI stationed at the National Supply and Marketing Cooperative, it was decided to remove him from public office; confiscate his illegal income; and the Supervisory Commission of Qingyuan City, Guangdong Province will transfer his suspected criminal issues to the procuratorial organs for legal review and prosecution, along with the involved property.
