Last year, the Ministry of Public Security and other ten departments issued the "Opinions on Strengthening the Construction of Ecological Police Mechanisms". Since the issuance of the "Opinions", public security organs across the country have set the "two-step" goals of basic completion by 2027 and mature and standardized by 2035, closely focusing on the four tasks of "cracking down, preventing, treating, and serving", and accelerating the construction of an ecological police work pattern led by public security organs and coordinated with relevant departments. Firstly, adhere to the policy of strict crackdown. Public security organs nationwide have carried out special actions and work such as "Safe Wilderness" and "Safe Yangtze River", cracking down on prominent crimes such as environmental pollution, harm to wild animals, destruction of ancient trees, illegal mining, illegal occupation of farmland, etc. In the first half of this year, they cracked 18,000 related criminal cases and arrested 29,000 criminal suspects. Secondly, highlight proactive prevention. Adhere to the integrated protection and systematic management of mountains, water, forests, fields, lakes, grass, and sand, differentially build ecological police mechanism models such as mountain forest type, river-lake type, coastal type, and mining area type, establish over 3,000 ecological police stations, appoint 73,000 river-lake police chiefs, forest police chiefs, and ecological police chiefs, develop 440,000 ecological volunteers, promote the organic integration of ecological protection with daily police work and deep integration with grassroots social governance. Thirdly, promote comprehensive governance. Strengthen two-way coordination in law enforcement, promote front-end governance, and block management loopholes. Public security organs at all levels have reported more than 2,800 clues to administrative departments, sent more than 1,800 public security recommendations and reminders about risks, and initiated more than 1,500 administrative cases based on these. Fourthly, promote value transformation through service. Strictly crack down on crimes that damage ecological tourism resources, harm green low-carbon industrial development, and infringe on counterfeit and inferior agricultural products. Conduct in-depth "benefit the people and support enterprises" visits and research, establish a normalized police-enterprise contact service mechanism, serve and ensure the transformation of the "two mountains", and support the green transformation of the economy and society.
