The Shanghai Municipal People's Government issued the "Shanghai City's Acceleration of the Construction of an International Shipping Center" Fifteen-Five-year Plan. It proposes to enhance the global radiation and intercontinental transfer capacity of the aviation hub. Strengthen the comprehensive gateway compound function of Pudong Airport, build an international route network with "one circle, six corridors, and five channels," support the construction of the "Air Silk Road," and build a domestic route network covering the whole country. Focus on enhancing the hub transfer function of Pudong International Airport, deepen the effective connection of international and domestic route networks, build a transfer system across airlines, ground services, and terminals, and optimize the shortest passenger transfer connection time. Support the main hub operators to base themselves in Shanghai to create super carriers for air transport, increase capacity deployment, build a "six in, six out" flight wave, and enhance transfer scale and intermodal efficiency. Build a high-quality airport service benchmark, construct an intelligent and refined airport service ecosystem. Enhance the functionality of remote terminals in the Yangtze River Delta, and increase the development effort of passenger air-rail and air-bus intermodal products. Strengthen cooperation between the aviation industry and cultural tourism industries, and promote the upgrade of aviation transport service models.
