At the Quantum City Space Intelligence Forum of the 2026 World Artificial Intelligence Conference held on July 17-18, Shanghai concentrated on releasing the first batch of quantum city government intelligent bodies, "Cloud Nebula" industry base model and 5 core achievements in quantum city space intelligence construction. The first batch of quantum city government intelligent bodies released this time include "Yu Zhi Heluo" flood control intelligent body, "Happy Life Treasure" intelligent body, "Hu Style Jiangnan Tour" intelligent body, etc. "Yu Zhi Heluo" flood control intelligent body integrates overall coordination, linkage dispatch, and actual combat deduction, through building a high-precision spatiotemporal digital base, connecting meteorology, water conservancy, drainage business chains, integrating storage and detention overall situations and real-time signs, dynamically calculating adjustable resources, modeling and deducing flood risks, empowering actual combat decision-making. The "Happy Life Treasure" intelligent body has integrated six major sectors and a universal version of 21 high-frequency citizen services, which has been launched on mobile phones, meeting the differentiated needs of "15-minute community life circles" for different communities and age groups; the "Hu Style Jiangnan Tour" intelligent body covers the city's 196 characteristic villages, 15 pilot units, rural ancient resources and natural habitats, achieving spatial positioning, information retrieval, scene reproduction, and knowledge retrieval. As the intelligent base and intelligent center of the quantum city large model system, the "Cloud Nebula" industry base model covers professional knowledge in planning design, geospatial survey, and natural resources, including 13,000 pairs of high-quality Q&A and 1.5 billion tokens of high-quality corpus, supporting scenarios such as approval, planning assessment, urban operation, policy consultation, and professional reports.
