On July 16th, Li Changguan, Secretary of the Party Group of the Ministry of Civil Affairs, conducted research in Beijing on the construction of the elderly care service system and the safety management of elderly care institutions. He emphasized the need to thoroughly study and implement General Secretary Xi Jinping's important statements on elderly care services, comprehensively implement the decisions and deployments of the Party Central Committee, firmly establish and practice the correct political achievements, persist in making progress, pay attention to details, and handle the concerns of the elderly one by one, continually improving the well-being of the elderly. Li Changguan visited Chaoyang District and Daxing District, and went to elderly care institutions and regional elderly care service centers to get a detailed understanding of the operation of elderly care institutions, community-based elderly care services, senior meal programs, security management in elderly care institutions, and had discussions and exchanges. He pointed out that elderly care is an important livelihood issue, which is not only a family matter but also a national matter. It is necessary to promote the reform and development of elderly care services from a higher political standpoint, accelerate the improvement of a three-tiered elderly care service network, and sincerely provide help and solve difficulties for the elderly. According to the goal of being able to afford and manage well, the public elderly care institutions should play a key role, strengthen the basic protection and care services for extremely poor elderly people, economically disadvantaged elderly people with disabilities, and other vulnerable groups. In accordance with the desire to stay close to home and family, efforts should be made to vigorously develop community-based elderly care services, support the chain, standardization, branding, and universal development of elderly care service providers, and extend services such as meal assistance, bathing assistance, and medical assistance to home and community settings, allowing the elderly to enjoy professional elderly care services at their doorstep. It is important to strengthen the leadership of party building, explore effective "party building + elderly care" models, and transform the political and organizational advantages of the Party into advantages in the development of elderly care services.
