Approved by the Central Committee of the Communist Party of China, the Central Commission for Discipline Inspection of the Communist Party of China and the National Supervisory Commission have initiated an investigation into the serious disciplinary and legal violations of Ma Xingrui. On June 30, the Political Bureau of the Central Committee of the Communist Party of China reviewed and approved the report of the Central Commission for Discipline Inspection of the Communist Party of China on the results of the investigation into Ma Xingrui's issues and the proposed actions. Through the investigation, it was found that Ma Xingrui had lost his ideals and beliefs, deviated from the party's purpose and mission, seriously violated political disciplines and rules, failed to fulfill his responsibilities as the main person in charge of strictly governing the party, and condoned and neglected serious disciplinary and criminal issues among his staff, leading to adverse effects. He severely violated organizational disciplines by not truthfully explaining problems during organizational inquiries, seeking benefits for others in the selection and appointment of cadres, and arranging work for himself and his relatives in violation of rules. He also seriously violated integrity disciplines by accepting gifts and money improperly, helping relatives purchase houses at low prices, engaging in power-for-money and sex-for-favors transactions, allowing relatives to exploit his position for significant gains, and engaging in widespread family corruption. He abused public power for personal gain, using his position to benefit others in business operations, project contracting, and promotion, illegally accepting significant amounts of money either personally or with family members and associates. Ma Xingrui completely deviated from the principles of the Party, seriously violated the political requirements for senior cadres set by the Party Central Committee, severely breached Party disciplines, committed official misconduct, and is suspected of bribery crimes. His actions have been extremely serious and have had a very negative impact. In accordance with relevant provisions of the "Disciplinary Regulations of the Communist Party of China," the "Supervision Law of the People's Republic of China," and the "Civil Servants Political Disciplinary Regulations of the People's Republic of China," the Central Committee for Discipline Inspection decided, after discussion at a meeting of the Political Bureau, to expel Ma Xingrui from the Party, dismiss him from public office, revoke his qualifications as a delegate to the 20th Party Congress, confiscate his ill-gotten gains from disciplinary and legal violations, and transfer his suspected criminal activities to the judicial authorities for prosecution. The decision to expel him from the Party will be ratified at the next plenary session of the Central Committee.
