The report stated that the expanded meeting established plans to update the technical infrastructure of the combat system, expand and strengthen nuclear capabilities, and implement plans for the standardization, specialization, and modernization of military bases. The expanded meeting also proposed expanding the functions and tasks of the reconnaissance intelligence bureau in various aspects, and established tasks to accelerate the construction of modern naval bases and expand and technologically upgrade shipyards at all levels.
