Recently, the Ministry of Commerce, together with the National Development and Reform Commission, the Ministry of Justice, the Ministry of Finance, the Ministry of Human Resources and Social Security, the Ministry of Natural Resources, the Ministry of Housing and Urban-Rural Development, the Ministry of Culture and Tourism, and the State Administration for Market Regulation, issued the "Opinions on Accelerating the Innovative Development of the Retail Industry." The head of the Department of Circulation Development of the Ministry of Commerce interpreted the relevant content of the "Opinions." The "Opinions" make systematic arrangements to promote the development of the retail industry. Centered around overall planning and rational layout, improving the quality of goods and services, optimizing the coordination between existing and new stocks, promoting fair competition between online and offline channels, the "Opinions" aim to concentrate resources and elements towards physical retail, tilt policy measures towards physical retail, and strengthen efforts towards physical retail. By 2030, efforts will be made to basically establish a modern retail system with a reasonable layout, high-quality supply, diverse formats, intelligent convenience, and orderly competition.
