The Ministry of Commerce and nine other departments have issued opinions on accelerating the innovation and development of the retail industry. It is proposed to encourage retail businesses to shift from product management to comprehensive operation in multiple forms, strengthen consumer service experience, change traditional operating methods such as channel fees, develop deep cooperation, self-procurement and self-operation, wholesale and retail, manufacturing-based retail, and innovate omni-channel retail, instant retail, "online traffic leads to offline transactions" and other models. Encourage small and medium-sized retail businesses to cooperate in alliances, voluntary chains, joint research and development, and procurement. Support large retail businesses to "go global" through building their own channels, cooperation, mergers and acquisitions.
