The Office of the State Flood Control and Drought Relief Headquarters specifically coordinates flood prevention and safety work for elderly care institutions.

On July 1st, the office of the State Flood Control and Drought Relief Headquarters, the Ministry of Emergency Management, together with the Ministry of Civil Affairs, the Ministry of Natural Resources, the Ministry of Housing and Urban-Rural Development, the Ministry of Water Resources, and the China Meteorological Administration organized a special video conference on flood prevention and safety in nursing homes. They analyzed the flood prevention and safety situation during the peak summer season and further strengthened the management of flood prevention and safety in nursing homes. Chen Min, director of the office of the State Flood Control and Drought Relief Headquarters and deputy minister of the Ministry of Emergency Management and Ministry of Water Resources, presided over the conference. The meeting pointed out that nursing homes have special service objects, weak self-rescue and mutual assistance capabilities, difficulties in evacuation, and some nursing homes lack consideration of extreme risk, weak operability of emergency plans, and a lack of implementation of personnel transfer. Currently, entering the peak summer season, the risks of extreme heavy rain, river floods, flash floods and geological disasters, urban waterlogging, etc. are increasing, and the flood situation in nursing homes is not optimistic.
