To further optimize the business environment, improve the efficiency of customs clearance for imported vehicles, and promote the sustainable and healthy development of China's automotive industry, the General Administration of Customs and the Ministry of Public Security have decided to fully promote the reform of "two certificates in one" for the "Goods Import Certificate" and "On-board Inspection Form for Imported Vehicles". The relevant matters are announced as follows: 1. For cars and motorcycles imported in accordance with the law and declared to the customs, the original issuance of separate "Certificates" and "On-board Forms" according to the General Administration of Customs Announcement No. 34 of 2015 and the "Imported Vehicle Inspection Management Measures", after the imported vehicles have completed the customs clearance procedures and passed inspection, the "Goods Import Certificate" integrating "two certificates in one" will be issued. 2. The consignee of imported goods shall apply for the issuance of the new version of the "Certificate" to the customs within three years after the release and inspection of imported cars and motorcycles. 3. For non-China standard imported vehicles, the consignee of imported goods shall declare the original model and version of the car from the country of intended sale in the "Model" column of the customs declaration form. 4. If the consignee of imported goods applies for the issuance of only one of the "Certificate" or "On-board Form", the application procedures shall be carried out according to the original regulations. 5. In case of any inconsistencies between this notice and the General Administration of Customs Announcement No. 34 of 2015, this notice shall prevail. This notice shall be implemented from July 1, 2026. General Administration of Customs Announcement No. 43 of 2023, General Administration of Customs and Ministry of Public Security Announcement No. 70 of 2024, and General Administration of Customs and Ministry of Public Security Announcement No. 89 of 2025 are hereby repealed.
