Ministry of Ecology and Environment: Strictly prevent significant fluctuations in water quality during the flood season.
The Ministry of Ecology and Environment held its routine press conference in June today. The relevant person in charge introduced that China has entered the main flood season. In response to the severe situation of significant fluctuations in water quality during the flood season, the Ministry of Ecology and Environment has taken action and made arrangements. Jiang Huohua, Director of the Water Ecology Department of the Ministry of Ecology and Environment, introduced that the flood season is a "big test" for testing the quality assurance ability of water ecological environment. Some areas have prominent problems of "hiding pollution in the dry season" and "cleaning up in the rainy season." According to monitoring data, there will be significant fluctuations in water quality during the flood season, with an average decrease of 10 percentage points in the proportion of Class I to III water quality nationwide from June to September each year, similar to the situation in autumn and winter when heavy pollution is prone to occur. The Ministry of Ecology and Environment has made systematic arrangements to strengthen the investigation and rectification of risks and hidden dangers, early identification, early investigation, and early rectification. The role of automatic water quality monitoring stations will be fully utilized to identify problem sections during the flood season, urge and guide local authorities to increase monitoring frequency, and optimize prevention and control measures. For the new and old "Three Lakes": Baiyangdian, Erhai Lake, Danjiangkou Reservoir, and Taihu Lake, Chaohu Lake, and Dianchi Lake, as well as 24 key water bodies such as Gan River and Han River, timely initiate a "one lake, one strategy" plan for dealing with large-scale algal blooms. Pay close attention to meteorological and hydrological dynamics, strengthen emergency monitoring and information reporting, and once a sudden water pollution incident occurs, quickly initiate emergency response and timely and properly handle disposal. For issues such as abnormal fluctuations in water quality during the flood season, the Ministry of Ecology and Environment will promptly conduct analysis and consultation meetings, provide guidance to local authorities to identify the causes and speed up rectification. At the same time, promote joint risk assessment and coordinated countermeasures between upstream and downstream, left and right banks, to avoid issues like "upstream pollution, downstream paying the price" and "left bank governance, right bank rebound", forming a closed-loop management of issue assignment, rectification implementation, and result tracking.
